That's grossly incorrect. Applications properly designed for use on
WinXP can readily be used by normal users, without elevated privileges.
The Administrator has to install everything .....
Which is an essential security feature. I wouldn't have an OS where
such a safeguard mechanism isn't in place.

Again, that's completely wrong. Either your applications are not
WinXP-compatible, or someone is selecting the option offered by many to
install for a single user only.

The program's age has little to do with it, actually. Even programs
that were properly designed for WinNT and Win2k, years ago, will run on
WinXP.
Apparently OE 6 has not been
set up PROPERLY yet.
That's an even more absurd claim. Rather than spouting such nonsense
in an inappropriate newsgroup, why don't you try posting a clear,
detailed description of any problems you're having with OE to one of the
OE newsgroups?
