My web application has a few .NET components that get downloaded and run
when the user clicks on a hyperlink. On one machine when that link is
clicked IE is popping up a Security Warning window with that message and Run
and Don't Run butons. This site is in Trusted Sites so I don't know why
that window is appearing. Is it a group or machine policy buried somewhere?

Of course this will happen if the option under Advanced Tab for check for
publisher revocation check box is checked.
 
That is checked on other computers that do not have the problem so I don't
think that has anything to do with it. Anyway, there is no certificate
involved here so it would not need to check revocation.
 
If this problem is happening on a LAN or intranet, there may be a problem
with your connection specs that make IE think it's connecting to an Internet
Zone instead of a Local Zone. See this article for possible help:
