The Print subsystem is unavailable

When I try to add a printer I get this error:

Out of resources. Printer operation cannot continue due
to a lack of resources. The print subsystem is
unavailable.

When I go to services it appears that the Print Spooler
keeps stopping for no reason. Im sure this is the
problem, but how do i get it to stay on. Ive stopped and
restarted the service and rebooted. Problem still exists.
 
I have been dealing with this problem since Sept. 4. What
operating system are you using? What virus service do you
use? I have tried so many instructions to get this to
work and can not. Have you contacted Microsoft directly?
I am thinking this might be a auto update that is causing
this? I am a user not a technical person. I have been
communicating this problem on this site see Sept 17 7:31

I am having the same issue with a client of mine.
In addition, when I try to restart the spooler service, I
get the following error:

Error 1068 - Dependancy Services of group failed to start.

I discovered that the dependent service is PMObserv.
When I attempt to start this service I get this error
message:

Error 2: the system cannont find the file specified.

The file named in the service's properties is
C:\winnt\system32\PMObserv.exe.

Have you resolved the issue yet, or has anyone else found
a resolution?
