If you use a portable device, such as a laptop, and you want
connectivity to the internet, you need some kind of radio modem and that
radio modem needs to be able to connect to a link that connects to a
larger network. If that laptop has a radio modem built-in, it uses that;
if it doesn't, you can acquire a radio modem which connects to the
laptop via its USB port.

There are various alternate technologies for the radio modem, such as
most commonly wifi 802.11 wlan or alternatively wireless telephone
technology evolving as 2G, 2.5G, 3G, 4G where the GPRS that you mention
is considered 2.5G generation.

A business or hotel or an airport might provide wifi type of
connectivity radio access point as a free connectivity service. If one's
laptop didn't have that 802.11 wifi type of radio modem built-in, the
owner could acquire such a radio modem in the form of a USB device.

If a mobile device owner wanted to use wireless telephone tech such as
GPRS and it wasn't built-in to their device, they could acquire a USB
modem to provide that functionality.
