I am trying to browse to page
(http://www.studentserver.strayer.edu/transreq.htm) and getting the
following error screen:

The page must be viewed over a secure channel
The page you are trying to access is secured with Secure Sockets Layer
(SSL).

Please try the following:

a.. Type https:// at the beginning of the address you are attempting
to reach and press ENTER.
HTTP Error 403.4 - Forbidden: SSL is required to view this resource.
Internet Information Services (IIS)

Technical Information (for support personnel)

a.. Go to Microsoft Product Support Services and perform a title
search for the words HTTP and 403.
b.. Open IIS Help, which is accessible in IIS Manager (inetmgr), and
search for topics titled About Security, Secure Sockets Layer (SSL), and
About Custom Error Messages.


I have tried everything that I can think of but can't get to this page. I
can get to it just fine on my wife's computer but not mine. I have compared
all the settings I can think of on both computers and they appear to be
setup identical. I tried searching Microsoft's help site but all their
pages refer to me updating IIS. I do not have IIS setup on either computer.

Any help would be appreciated.

Hi Bob,
this an earlier Post I copied and past for you it is the same issue hope
will help:
Clear all your Cookies and IE History and delete Internet Files on the
General Tab.
Try this: Try one option at a time and Reboot and see if it will solve
the problem.
1-Type in the RUN Command the following:
ipconfig /flushdns and Press OK.
and Unplug the Router OFF and wait for about 30-40 Seconds then plug it in
and try to connect.

2- Go to your HOSTS File and Rename to HOSTS.New to do that go to the
following Path in the Windows Explorer:
C:\Windows\System32\driver\etc and look in the Right Pane 9Window) and you
will see HOSTS but Not the on with extension .SAM please don't mess with that
leave alone.

3- Open the RUN Command Again and type the Following Commands one at a time:
regsvr32 Wintrust.dll please note the space between the Regsvr32 and
thewintrust. dll extension
regsvr32 Sccbase.dll
regsvr32 Msspip32.dll
regsvr32 Cryptdlg.dll
regsvr32 Gpkcsp.dll
regsvr32 Rasenh.dll
regsvr32 Dssenh.dll
regsvr32 initpki.dll
regsvr32 Softpub.dll
regsvr32 urlmon.dll

4-Then Go to your IE Properties and Click on the Advanced Tab Scroll down
and Be sure that the following is Ticked Under the Secuirty Option:
Secuirty:
[ ] Use SSL 2.0
[ ] Use SSL 3.0
[ ] Use TSL 1.0

5- Click on the Programs Tab and click on the Button Labled Reset Web
Settings.
Again on the same Programs Tab, Go to Manage Add-Ons and If you have any
other Tool bar installed rather than MS IE Disable it and renable after your
issue being solved.
