"The page cannot be found" when attempting to load https:// page

A friend of mine is getting "The page cannot be found" every time when
attempting to load https:// page

he has had the same problem with ie5 and ie6
he is not using a proxy server


He also tried to logon to google groups to ask this question but gets
"The page cannot be found" whenever he tries to access any page which
requires logging on

He has just rebuild his PC from scratch but with no luck

Any ideas ???

He has also asked me to say that he is not using a fiwall or using an
anti virus
 
I am also getting this problem using IE6 and I am using a virus checker
and firewall. I used to have Norton installed but the subscription
expired so I uninstalled Norton and installed AFG virus checker and
Sygate firewall, I also ran a windows update to update to XP SP2 and
other updates.

After this I could not log onto any pages that require the user to log
in. I have tried turning the firewall and virus checker off with no
change and I have also cleared the cache, cookies etc with no luck.

I can't find any other help on the web or the microsoft website so
would appreciate any suggestions!

Make sure your firewall is not blocking port 443.

Go to Start | Run and enter these commands (press <Enter after each one).
