The Page Cannot Be Displayed

I have a machine with xp pro on it that when I click
internet explorer it gives me The Page Cannot Be
Displayed. I can though ping anything with no prob. I have
replaced the winsock2 reg key with a known good one no
change. Not sure were to go from here. Any help would be
greatly appreciated.
