"The Page cannot be displayed"

I have Tiscali Broadband and the router connects ok. The password is ok but
when I launch IE I get the message that the Page cannot be displayed. I also
cannot connect through Outlook Express. I have put the ip no in for Google
and that comes up ok in the browser. I have done the following - typed inetsh
int ip reset resetlog.txt and this was ok. Have deleted cookies and files.
have tried restoring to another restore point and done a sfc /scannow and now
i can only think of reinstalling but I see that you should go to Control
panel, Add or Remove programs , find Internet explorer and repair ? but I
cannot find it there. Will I have to reinstall windows XP and if so is there
any information available.
