I've long wondered if the rules run from top to bottom or bottom up.
Where
did you learn this information? It isn't in Outlook Help nor implied
through
the UI in any way that seems clear to me.
Please convery to the Office team to detail this critical piece of
information in Office 2010 and perhaps they can integrate it in to a 2007
Help update.
