The mistery of subwebs

I created and maintain a website with FP2002. I use a pre-defined template
theme.
The website has over 140 pages.
I need to create a page that can only be accessed by those that enter a
password (it will be a single PW to be assigned to all our residents).
All the instructions tell me to create a folder (I searched in FP how to
create a folder and none of my sub-menus shows that feature). The next step
is to right-click on the folder (if I can create one) and select "convert to
web". Again, none of my menus shows such option.
I know I am missing something, but I need all the help I can get on this
one. The need for this secured webpage is overdue and I cannot get step one,
create a folder.
I would appreciate your help.

In Frontpage in the Folder List Pane Right-Click and you see the New
Folder option, or in the Menu Under File / New / folder (make sure the
complete drop-down menu is showing)

Oh, and dont forget -- you have to first open the main web in
Frontpage. Then make the new folder that gets converted to a subweb of
the main web ---

I managed to create a subweb within the main web.
I still can not find a way to incorporate a security to access the subweb
requiring a user ID and Password or just a Password.
I right-click on the subweb folder but I do not see the option for securing
it.

You have to open the live/remote subweb / site on a Window IIS web server directly in FP to have
access to the security option which would only be available if your web host allows you to use that
feature.

And sometimes your ISP has to set the username and password for your
subweb for you. And occasionally they won't do it :=(
