the locking information (.ldb)

I shared a database in the network. However, sometimes when a user (A) used
the database and met a problem, other users cannot open the database. I
discovered that this is due to the locking information .ldb file

The database need to close properly by user (A) so that the database can be
opened by all other users again.

Is it possible to stop the MS Access from creating the ldb file?

No; the .ldb file is essential for a shared database. It keeps track
of which user has which records locked, preventing clashes between
users trying to edit the same record.

Normally the .ldb file is deleted when the last user closes Access. If
a user crashes out the .ldb file can be left hanging; usually, simply
deleting it cures the lockout.
