The Import export file menu option does not show up?

I'm trying to export my Outlook 2003 contact and emails to a new computer.
On the File menu, there is no option for Import / Export. I don't understand
this at all. How do I get it to show up so that I can perform these tasks?

Have you installed the Importers and Exporters from the Office CD?
If you are transferring data to another version of Outlook, exporting and
importing are not recommended. Use those actions only if you need to change
file format.
