About:
The GIMP is the GNU Image Manipulation Program. It is a freely distributed
piece of software suitable for such tasks as photo retouching, image
composition and image authoring. It can be used as a simple paint program,
an expert quality photo retouching program, an online batch processing
system, a mass production image renderer, a image format converter, etc.

Changes:
This is a bugfix release in the stable GIMP 2.0 series. About two dozen
issues have been fixed since the 2.0.4 release.

Does it have a better behaved Windows installer now? The last version
I installed on my WinXP Pro system unilaterally created a .gimp folder
under my Documents and Settings instead of asking me where I wanted my
user files. It seems that this is becoming an unfortunate habit of
Linux apps ported to Windows, since Pan did the same thing. They just
assumed that Documents and Settings was my home directory, without
giving me an opportunity to select another folder.

Although I have only used a few of the Gimp's features, it has installed and
worked fine for me on 98SE.
