The Epson Smart Panel for the 4870 Photo

Where can I find this software?

I saw a review on this scanner at this site http://www.photo-i.co.uk/ and in
the conclusion of the review for the 4870 they mention this smart panel.

I cannot see on epson's wevsite.
 
If you live in the U.S., Epson did not include it with the U.S. scanners.
After all the trouble with the 3200 version, speculation is that Epson USA
just didn't want to deal with the hassles.
