the directory service failed to create the server object

We have troubles when we try to add a new server using the
wizard of Active Directory Installation, the error send a:

The directory service failed to create the server object
for CN=NTDS Settings....
Please ensure the network credentials provided have
sufficent access to add a replica.
"The RPC server is unavailable."
 
Ensure that the account you are running DCPROMO as is a
Domain Admin. Ensure that you have connectivity to
another Domain Controller in the Domain. Specifically
ensure that you have connectivity to the RID master, this
will be the first Domain Controller you created unless you
moved the FSMO role to another server.

Ensure that you can ping the RID Master by name, not just
ip address.
