What happen if only 20 pin ATX PSU connector is plug to the
motherboard but leaving 4 pin connector unplug in a Pentium 4 3.0ghz
system?
 
It won't run, there will be no power for the CPU.

That's where the cpu gets it's power. You need a new power supply I
guess.

Either it won't run or it'll be subject to instability and
overheating of the single 12V cable on the ATX or burning up
the pin-connector... don't do it.

If you don't plug in the 4 pin connector all the magic smoke will leak out!!

ONLY if you've got all the sockets to plug into. VBG
