Some of my Outlook email folders have a column on the far left showing
whether there's an attachment (a little paper clip symbol) but others don't.
I can't figure out how to show this in all the folders. Nothing in the View
menu seems to help.

Right-click in the header row and select Field Chooser. Then dig around
the various categories to find what item you want to add for a column.
After adding the column, drag it left or right or position it.
