TEXT SIZE IN LAPTOP...WINDOWS XP

i just bought a new dell laptop inspiron 8600 and am setting it up. i havent
yet connected to the internet but i dont think that has anything to do with
my problems. i have set up many desktops in the past and generally know my
way around...MY COMPUTER...CONTROL PANEL ETC.
i have two problems..
1.i cant get the text size on the laptop to a larger size than what would be
less than MEDIUM on my desktop.I tried to use the large text view in internet
options under IE but it didnt change the size of the text on the desktop.
Could it be because i am not yet set up to connect to the internet?
2.the second problem i have is that on some programs they open up in a
smaller than full screen size and wont allow me to maximize them.

Any help would be appreciated.

Do you mean the text under icons?
