Text on a blank screen

Is they any way to make a blank screen (like either a blue or black screen)
and then write text on it.
I am able to do it with Roxio My DVD.
 
Use the Main Menu > Tools > Titles and Credits... and there's lots of
choices for adding text

With photos I create a file the same dimensions as the photos and save
it and then add it inbetween photos and write the text on it. This way
there is no text on the photos that would obscure them.

This may be a stupid question, but what program do you use to create a file
with the same dimensions as the pictures.
 
I've done that but it doesn't let me add as much text as I want, unless I am
doing something wrong. I basically want almost a whole screen of text.

If you want more text, shrink the font size.

Any graphics program will do. Like Papa John said even Windows Paint.

I have had success creating a .bmp file in paint ... and other image
editing applications ... you can add the text you want in those programs
(usually) or sometimes you can get what you want in movie maker.
