Text Frame

In Publisher, I can draw a text frame any where in a page and add text into it. This text frame will remain in
position unless I move it. But in microsoft word, I use text box to achieve this purpose.
But this text box can move by itself to other page.
Is there any method to prevent the text box "move by itself" ?
Can I create a text frame as Publisher in Word?
 
Word is a word processing application; Publisher is page layout software.
They are very different. Word processing is designed to allow text to flow
back and forth freely. A text box, like any other object in the drawing
layer, must be anchored to a text paragraph on the same page. If the
paragraph to which it is anchored moves to another page, the text box will
move with it. You can define the position of the text box relative to the
page it's on, but you can't define which page it will appear on except by
moving the anchor to a different paragraph.
