Do you know any freeware text editors that can use Japanese or Chinese
characters?

If you are using WinXP, notepad does support inputting Japanese and Chinese
characters

However the file must be saved in Unicode otherwise others cannot read the
contents

For an excellent freeware Japanese text editor you need look no further
than Monash University in Australia (okay, it's probably harder to find
any place further to look than that):

It's character look up feature is really something. I'm not familiar with
a Chinese equivilent but, this gets you halfway there.

A Unicode based text editor should be capable to. Some time ago, I stumbled
about one called "UniRed", but I lost the URL.

Hey ! Monash university is about five minutes from here. It's probably
harder to find any place closer to look than that. :-)
