Text Count and Create new column to extra text

For example, let say I want to count the content in
existed column and if strings length are more than 21
characters then i only leave down the 21 characters and
put the rest characters to a new column. The record maybe
more than 100, so it is difficult that i cut and paste it
manually one by one.

Did anyone know how to solve this problem?

Data > Text to Columns, select Fixed Width, specify columns.
 
Select cells and go to Data > Text to Columns and select "Fixed width". The
next screen will look like a ruler with your data under it. It is marked
with 10, 20, etc. character breaks. Click on the small line after 20 (for
21). Click finish.
