Whenever I draw a text box, it only lets me make it a certain size. I can
make it bigger, but no smaller. I am desperate for help, so if you know
anything, please reply to: (e-mail address removed)

Do I know anything? Yes. I know that you will now get inundated with spam by
posting your email address here.
Second, it would help to know the version of Word that you are using.
 
What are you using the text box to do that you need to size it that small?

How are you trying to make it smaller? Click on the text box, this should
make 8 sizing handles appear. Hover the mouse over any of them and drag
towards the interior of the text box. Does that not make it smaller? If not,
then what happens?

Alternatively, right-click the border of a text box and choose Format Text
Box. Using the Size tab, can you make it smaller?
