Text box with set number of characters

I have a template form that I am working on. I need to enter a section for
comments that limits the number of characters entered and does not move. In
other words. My form is 3 pages and must stay 3 pages. I have tried text
boxes, and tables. Any suggestions or help would be much appreciated. I can
get one table entered and it works locking col. and row but then when I enter
a table in the next section it doesn't work.
 
It sounds like what you need is a text form field inside a one-celled table
or a frame. Using a legacy (if Word 2007) text form field, you right-click
it and choose properties, and set the maximum size as desired. Once you
protect the document for forms, then changes can be made only inside form
fields. If you've formatted the table cell or frame to the maximum size it
might attain when completely filled, this should accomplish what you want.
Note that you cannot insert form fields inside text boxes, which is why I
suggest a one-celled table or frame.

If you're using Word 2007, frames can seem a bit elusive--if you need this a
lot, you might consider adding the InsertFrame command to the Quick Access
Toolbar. To insert a frame, click the InsertFrame command, and use the
resulting + pointer to draw a box, not unlike how you'd draw a textbox.
