does any one know of a free or cheap network tester to check switches
and cables?

I have about 70 computers on a network with serveral switches most are
marconi 4000 series. and one hp switch (donot know the model at this
time). some of my computers are running at 75mb data transfer some come
in at 15mb transfers and anywhere in between. (this from a program that
talkes to the unix box to mak this determination.

all the cards have 10/100 network cards in them.

any ideas as to how to determine the road block. where cost is an issue???

Ensure all NIC's are set to the desired speed you want and are capable of
such speeds. I'm assuming all devices on the network are capable of 10/100
speeds as is the physical medium. You can get a TDM tester for around 300
bucks. I'd check for old cable first though.
