That's the TS Licensing Policy module.
What exactly is your problem? Does the client get an error message,
when trying to connect? Has it worked before?
What OS and SP do you run on the server and the client?
Is there anything in the EventLog indicating a problem?
Can you ping the server from the client?
Are other clients able to connect?
Do you have enough Terminal Services Client Access Licenses available
on your TS Licensing Server?
