Terminal Services Licensing

Hi!

I have Windows 2000 DC, running Terminal Services
Licensing service. If DC will fail (for hardware reason,
for example), how I can quickly recreate Services
Licensing service? I need install this service to another
DC, activate it for temporary 90-days licenses and them,
by phone, repeat activation of my Licenses Packs?
Is it right or I can use other backup/restore procedure?
