Terminal services licensing service after domain upgrade

We upgraded from NT 4.0 to Win2000 server. We now cannot start the terminal server licensing service on the Win2000 terminal server (member server). We have installed the Terminal services licensing service on the Win2000 DC. How can I move the licenses over?
I see the files in \winnt\system32\lserver, can i copy/export these to the new server? If I cannot, what will happen with the existing clients if I get new licenses from Microsoft? What will I have to do to get them going again, if anything?

In short: you'll have to phone the Clearinghouse.

You don't need to do anything on the clients, they will continue to
use their existing license and renew it with the new LS, when it
expires.
