Is it possible to have a computer, which can only work
over the terminal client services, so that there is no
need for an real operating system? How can I do this?

You can also turn a legacy computer into a thin client using an IDE Boot Device

http://24.43.99.239/tsnet/Products.ht

Or by adding a bootable network card
http://www.acpthinclient.com/index.shtm

or by connecting from a Linux machine (okay there's an OS involved here, but a free one)

or as Rob stated you can use thin client terminal like the ones listed here
