terminal server on windows 2000 allows only 2 sessions

hello I have windows 2000 terminal server installed on windows 2000 server,
my problem is that it allows only 2 sessions to be active at a time, although
the settings allows unlimited number of connections, any advice
 
Sounds like you installed Terminal Services in Remote Administration
mode, which allows for a maximum of 2 concurrent connections, by
default for Administrators only, and without extra licensing
requirements.

If you want your normal users to connect to the TS to run their
applications, you should install TS in Application server mode. Then
you must also install a TS Licensing server and buy and install TS
CALs for every connecting client which does not run W2K Pro or XP
Pro.

If the above doesn't solve your problem:
Which message do you get when you try to connect with more sessions?
Which EventIDs do you see in the EventLog?

Hello Vera,
thanks for your help, TS is installed as a windows component when I
sintalled the operating system, so I don't know if it's installed in a remote
administaration mode or not, also Terminal services license is installed when
installing the operating system, so I think I have licenses to run TS, please
advice on how to install TS in application server mode

When you installed the Terminal Services component, you were given
the choice between Remote Administration and Application Server
mode.

Verify which mode you are in:
go to Terminal Services Configuration - Server Settings - Licensing

If you are in Remote Administration mode, you need to uninstall
Terminal Services and re-install it (in Control Panel - Add/Remove
programs - Add/Remove Windows components). You will be asked in
which mode you want to install TS. Choose Application Server mode.

However, when you install in Application Server mode, you need to
