When you installed the Terminal Services component, you were given
the choice between Remote Administration and Application Server
mode.
Verify which mode you are in:
go to Terminal Services Configuration - Server Settings - Licensing
If you are in Remote Administration mode, you need to uninstall
Terminal Services and re-install it (in Control Panel - Add/Remove
programs - Add/Remove Windows components). You will be asked in
which mode you want to install TS. Choose Application Server mode.

Application Server mode by removing and reinstalling the service.
However, when you install in Application Server mode, you need to
reinstall all programs so they will run properly.
If you switch from Remote Administration mode to Application Server
mode, you also need to install the Application Compatibility
scripts for any programs that are not natively multiple-user
aware."
