Terminal server licensing - Servers?

In my Terminal server licensing I can see that some of our servers has
aquired licences from our bought in TS CALs. They has aquired more than one
licens as well, the Terminal server itself has aquired 2 licenses and another
server 2 licenses.

Why are they doing this? Shouldn't they use Existing Windows 2000 Licensing?
And why is the terminal server aquiring licenses?

We only have 30 licenses, and now we need those tokk by the servers...
 
Which OS do you run on the TS?
And on the clients that have taken a purchased TS CAL?
 
Sorry, did another post in which I specifed everything...

My TS is running W2K SP4 and Citrix Metaframe XPa, My Licensing server is
running W2k SP3 and the servers picking purchased TS CAL is my TS(W2K SP4)
and another backup/old TS (W2K SP4).

We also run Neoware Capio Clients, and they use Purchased TS CALs as they
should.

I'm not 100% sure, but I believe that this can happen when you run
rdp over rdp (meaning you start a new rdp session from withing
your rdp session to the server).
It shouldn't take more than one license per server, though.
