You write: "per user device cal". It is unclear to me what you
mean. Do you have Per User TS CALs or Per Device TS CALs?
The fact that only temporary licenses are issued does *not* sound
like everything is fine with your licenses. Check the Eventlog on
the Terminal Server, problems with licenses are reported there.
If you have bought Per User TS CALs, there are 2 things you should
be aware of:
1) For Per User TS CALs to be issued, the TS must be installed in
the "Per User licensing mode". This is *not* the default mode.
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings
If it's set to Per Device licensing mode, it will look for a
Device TS CAL and will not issue your Per User TS CALs.
2) Per User TS CALs were build-in to the OS in a very late stage.
The 2003 TS Licensing server cannot handle them correctly, so
currently Per User TS CALs are unmanaged.
This means that when a TS server is set to accept Per User TS CALs
it will look to the license server to make sure that one is
available but it will not be decremented from the database.
It is your responsibility to have a valid Per User TS CAL for
every user that uses the terminal server.
