I have Terminal Services licensing running on a Windows
2000 domain controller. I also have a Windows 2003
Terminal Server that doesn't seem to be able to find that
licensing server, they are both in the saem domain.

Will a 2003 Terminal Server use a 2000 TS license server?

No, a 2003 TS must connect to a 2003 LS.
The reason is that 2 different types of TS CALs where introduced with
2003. A W2K LS can't handle that.

Fortunately, a 2003 LS doesn't need to run on a Domain Controller. So
you can install the 2003 LS on any 2003 member server, including the
2003 TS itself. You might have to point the TS to the LS, though.

Can a 2000 TS get licenses from a 2003 LS?
 
Yes, a 2003 LS can handle both W2K and 2003 TS CALs.

It contains several scenario's with a 2003 LS which serves both
2003 and W2K TS. Check especially the configuration for automatic
upgrade of licenses (do you want a client to receive a 2003 TS CAL
if there is no W2K TS CAL available, even if the client connects
to a 2003 TS).
