You can just install your new 10 user TS CAL package onto the
existing TS Licensing Server, by using the CAL Installation
Wizard, which is located in the Terminal Server Licensing tool.

Depending on how you purchased these new TS CALs, you have to
provide information about your Microsoft Enterprise or Select
Enrollment number, your Campus, School, Services Provider, Multi-
Year Open, or Open Subscription Agreement number, your Open
License and Authorization numbers, or your 25-character License
Code if you purchased a License Pak.

Yes, you need a TS CAL for every client or user that connects to a
Windows 2003 TS. You can apply for a free Transition TS CAL for
every XP Pro desktop license that you owned before 24 April 2003.
