Is there any software out there were I can view someone’s desktop without
them knowing? Something like Netmeeting, but without them knowing I am
viewing them.

You can use VNC for that - using registry entries You can hide icon from
try and get view of desktop in read only mode without getting focus of
keybord and mouse.
 
Be aware that there is a bug in the current version of VNC that can interact
with the local profile on Windows XP Pro. This can cause the local profile
to be locked open and a new profile created on subsequent logons. The
solution is to install UPHClean or, for an immediate fix, logon as a local
Admin and then bounce the box.

Test VNC in your environment before deploying widely.

I don't know about this and AFIK we are not expiriencing this in our
network - we are also using VNC to connect to VNC boxes

We are using UltraVNC or RealVNC
 
This is not something that always happens. It is something that happens in
some software configurations. I am just putting this here as a caveat to be
tested before someone does a corporate-wide deployment.
