Termal server Fax ?

Environment

Servers Win2k
PC's Win2k
Thinclients wince (using a win2k terminal server)

Problem

Management wants the Thinclient users to use a desktop faxing application
(any desktop faxing application). So i attached a external USRobotics 56K
modem (serial) to the terminal server. Configured the Microsoft fax
component of Office 2k pro SR1, (when installed everything from disc 1 was
configured to run from the local machine) with my user profile (Domain
Admin) and it worked as it should. Now this is where it gets tricky, I
followed the same steps for the general (users) accounts and office looks
like it is printing to the fax printer (modem), the printer icon disappears
indicating that the document left que, However the Terminal server never
sends the fax. (Modemn dosent initalize, no fax recieved by the regular
paper fax machine).

So now on to my question.
Does anyone know of either 2 things; (1) How to properly configure MS fax on
a terminal server so that a general user (non domain admin). or (2) a fax
application that works on a terminal server so that term serv users can fax
using a external serial modem?
