I have W2K3 Server running Terminal Services. I purchased and installed 10
TS device licenses and 5 TS user licenses on the server. My 10 devices cals
are assigned to 10 devices appropriately. The server licensing mode is set
to device / user mode.

I have 5 users who roam between multiple computers. I need them to have the
ability to sign in from home or a kiosk machine when ever they need to gain
access to Terminal Services. These user are currently getting temporary
license. How can I assign these 5 users to get a “user†license instead of a
temporary license?

Thank you for your input

You cannot assign licenses to specific users or devices, they are
issued on a first-come basis.

You write that:
"The server licensing mode is set to device/user mode."

Here's the problem, I think. There is *no* mixed device/user mode,
you choose either Per Device or Per User. In your setup, with both
types of licenses, you MUST choose Per User licensing. If the TS is
configured in Per Device licensing mode, it will look for a Per
Device TS CAL only and never issue a Per User TS CAL. That's why
your 5 users receive a temporary Per Device TS CAL.

Per User TS CALs are currently unmanaged. That means that even
after you have switched the licensing mode on the TS to Per User
mode, the "Available Per User TS CAL count" will *not* be
decremented in TS Licensing Manager, and you have to keep track of
the number of users manually. This is documented here:
