temporary internet folder has too many subfolders

I am using windows 98 second edition. My IE is the lastest version.
The temporary internet files folder in my system have 32 subfolders.
Is this normal? Can I delete those subfolders without harming the
system files?

TIF will have 4 subfolders for each 25 MB of cache.
Deleting them won't hurt, but IE will rebuild as needed.
