Temporary Internet Files

In Windows 98 pictures used by Internet Explorer used to be stored in the
Windows/Temporary Internet Files folder. This could be really useful to
recover pictures quickly if one needed them later. This isn't the case
with Windows XP. I have tried C:\Documents and Settings\"your computer
name"\Local Settings\Temporary
Internet Files but this folder always seems to be empty.
Are downloaded images used on web pages stored in XP? If so is it is in a
format that can be accessed easily? If so where and how?
Any ideas appreciated.
 
don't know if this helps your problem but when download
pic or anything, i save them to a folder in documents.
you can make as many as you want.
