Is there a way to prevent the temporary internet files from being deleted by
a guest or restricted user? I would like to keep it around to monitor sites
being visited.

If the user is sufficiently knowledgeable, nothing you do can prevent the
deletion of those files. If you don't trust the user, don't grant access
to the machine.
