Is it possible to go right to the temporary internet files folder under
local settings and delete the folders, or all the files in the folders? I
don't think deleting files through ie accomplishes this.

thanks,

Hello,

Thank you for your post.

Generally, we clean up the IE temporary files in IE. However, if some
special cases, we can also delete the temporary files directly.

We can try the following methods:

Method 1: Take owership and change permissions for the files.
----------------------------
1.1) Please right-click the "Local Settings" subfolder in your profile
folder and then choose Properties.
1.2) Click the Security tab, click the Advanced button.
1.3) On the Owner tab, choose and highlight Administrator in the "Change
owner to" box. Choose the "Replace owner on subcontainers and objects"
check box at the bottom and click Apply.
1.4) A window will open and show the progress of changing the ownership.
Please wait for a while.

Note: This makes the Administrators the owner of the file.

1.5) On the Security tab, check if we have assigned the "Full Control"
permissions to the Administrators group.
1.6) Click the Advanced button again.
1.7) Make sure the item of "Allow - Administrators - Full Control - ¡"
exists in the "Permission Entries" box and then check the "Reset
permissions on all child objects and enable propagation of inheritable
permissions" box.
1.8) Click Ok.

After performing the above steps, please try to clear the IE temorarily
files again. If the problem still persists, let's continue with Method #2.

Method 2: Manudally delete the temporarily for the Administrator account.
----------------------------
We can manually the Administrator account's history records. However, we
need to logon as another account with enouth permissions. Here are the
steps:

2.1) Please create a new account, for example, TempUser.
2.2) Add TempUser into the Administrators groups.
2.3) Logon the system with the newly created TempUser account.
2.4) Configure the "Folder Options" to show the hidden and system files.
2.5) Open Windows Explorer and browse to "\Documents and
Settings\Administrator\Local Settings".
2.6) Rename the "History" folder to "HistoryOld".
2.7) Rename the "Temporary Internet Files" folder to "TempOld".
2.8) Log off and logon the system as Administrator. (Note: The system will
recreate the two folders automatically.)
2.9) Open IE and click the "Clear History" button again in the "Internet
Options" window.
2.10) Check if the problem has been resolved.

I hope the above information helps.

Thank you, and have a nice day!
