Temporary Internet Files and History

Has anyone had a problem like this before? This computer is a XP
Professional which is up-to-date on all Microsoft updates.

Under Control Panel-Internet Options-General Tab-Browsing History-
Settings, when I select view objects, the open with dialog box opens
up asking me to select a program to open the file named Downloaded
Program Files with.

A closer examination of the windows directory shows that the
Downloaded Program Files directory does not exist, but it does exist
in the windows directory as a file. I cannot delete it or rename it
because it says it is being used by another program. When you click
on it, it asks again to choose a program to open it with. If I pick
Windows explore it asks me if I want to save the file and gives me the
standard warning about saving files of this type (for type it says
unknown type).

I can't create a new Downloaded Program Files directory because I
can't get rid of this file.

Does anyone have any suggestions?

Have you tried deleting it in safe mode ?

That was going to be my next step, I was wondering if it was safe to
even attempt to delete that file now. I just wonder what caused it to
turn from a directory to a file. I wonder if this is impacting my
other activex information bar problem I posted. I will try deleting
in safe mode later.
