I still cannot delete some of my temp. internet files and I have closed all

have you tryed this?

start menu/accessories/systemtools/diskcleanup

check the blocks for the files you want deleted and click
ok and it should delete them

in the future if you wish your temp files deleted when
your finished surf (when you close your browser)

do this

at the top of your browser click tools then internet
options then advanced then scroll down to the bottom...
there should be a box that says "empty temp internet file
when browser is closed" ckeck that box and click apply

have a great day

How are you removing the Temporary Internet Files?

If you close all IE windows and use
Control Panel> Internet Options> General> Temporary Internet Files> Delete
Files (check yes to delete "offline content")

that should get rid of everything that displays in Windows Explorer's
representation of the TIF folders except cookies and the index.dat files.

You can use Internet Options to delete cookies or open Windows Explorer to
Documents and Settings\<your account>\Cookies and delete these just like you
would delete any other files.

The Cookies folder is where these particular files are located at even
though they are displayed in the Temporary Internet Files folder. Index.dat
is used by the browser/shell. Even if deleted, it will be instantly
recreated.
