That's impossible, you can't delete anything AFTER you shut down a PC (other
than removing the HD and throwing it out a window). Temporary files are
managed by whatever application created them. Its their responsability to
delete the file during application shutdown.
Also, this assumes that the account that was used to create the temp files
has appropriate permissions set on the profile directory in the case ntfs is
involved. If "Joe" starts an application that generates a temp file in his
profile, the application can't delete or deallocate the temp file if Joe
hasn't the permission to delete the file in the profile container (again, if
the file system is ntfs).
