How do I download a template from Microsoft Office online then get it to open the next time I open Power Point?
 
Save it to, for example, your Desktop. Then open PowerPoint and go to File
Open and locate the .pot file on your Desktop and open it.

Go to View > Master > Slide Master and then go to File > Save As and change
the "Files of Type" to Design Template(*.pot) and click OK. This will cause
the file to be save where PowerPoint looks for templates. The next time you
open PowerPoint the template should be available to you.

The download page should have included instructions for doing this. I'm
curious as why you were unable to answer this question using the
information provided with the download page for the templates (which
page(s) did you download from?)
