templates/letterhead

I'm using Word 97 (PC).

I'm trying to create letterhead that can't be
changed/adjusted by users. I've seen letterhead in Word
that seems faded/in background - how is this done?

I've looked at templates, but from what I've seen, they can
still be changed accidentally, unless I'm missing something.

Can anybody suggest something? (I'm assuming this is rather
common since everyone uses letterhead.)
