Please restate your question and explain more precisely about these templates
and how you want them to work.

A Microsoft MVP named Chris Leeds posted to me that for our site I need a
legitimate template(site template) and he offered to do this for us, yet I
have not heard back from him and really need to get our site up and running.
 
Have you found a template that you like?...or are you trying to create your own from scratch?

What have you done so far?
Do you have basic web online yet?...post the URL if you do.
 
Your issue is that your template is an image, and the
contents are being displayed over it.

It looked fine the other day when it was a centered image with hotspots. Now you've got it as a bg image that's tiling and you can't have hotspots on a bg image anyway.

You could fix it by removing the image from the bg, put it into a centered table, put the hotspots back for navs, then in another cell of that table put your March 2004...through Aug. 2004 info.

Keep it simple if it works and looks good..keep it that way.
 
You can not link to image as you background image
- unless you are very knowledgeable in CSS and absolute positioning and DHTML
And your background image /buttons repeats on larger resolution screens

You need to make a copy of you background image w/ just the top button portion and insert it in a fixed width table to hotlink to
that image
- and create a separate "pink" area background image
FYI
image names w/ dots in them are not supported by many platforms
so cswebst.psd2.jpg should be something like cswebst_psd2.jpg

How can I get the hotspots to work in tables?

Insert the image into the table/cell, then create your hotspots. The image can not be in the
background.
