Template - "read-only"

I down loaded a database template for a billing setup and was expecting to use it as a "base" for creating my own version. That, to me, is what a template is for... I am missing the boat and am confused. Why are these called templates if you cannot access them in "Access" because they are "read-only"

Depends on how they were downloaded. Try opening the folder containing
the file in Windows Explorer (or My Computer); right mouseclick on the
template file, and view its Properties. If the "Read Only" box is
checked, uncheck it.
 
I had the same problem with a Template downloaded from Office website. I uncheked the read-only box from the properties of the template and it worked. It's not anymore read-only!!! What a relief !!!!
