Temp Internet Files

I have about 136 Megs of various unkown files in my Temporary Internet Files.
A few I can identify but most I can't. Is it safe to delete all of these?

Yes.

And, set the max size of that folder a lot lower. IMO a cache that big is
slower than just re-downloading the files, in most cases. 20 MB should be
fine.

I have four HDs. I found and deleted the temp internet files in my H drive
however I'm sure I have others in my C,I, and K drives. The ones I deleted
were in H:\cache moved\temporary internet files. I did not see the Cache
Moved folder in the other drives. Could they be under some under file name?
Also, how can reduce memory allowed for the temp files.

Unless you put them there manually, the cache is hiding in your profile.

Anyway, Tools > Internet Options > [and i'm locked out of this in IE for
some reason. very odd]

It's in there somewhere. If you reduce the size the extra stuff will be
flushed.
