how do I get my favorites to show up all the time instead of just when I
hover over the down arrows?

You don't mention the version of Windows you have, but, try the following
and see if it helps:
Expand Favorites Menu
IE>Tools>Internet Options>Advanced
The option is "Enable Personalized Favorites Menu"
UNcheck it.
or...
Display all the links on the favorites menu
